Sometimes nature can be quite strange….  I was pulling a row of garlic when this came up out of the row.  The garlic bulb underneath those strange little unpackaged cloves appears to be intact and a full (albeit small) head.  The row it came from was one of the more waterlogged rows, so I’ll chalk it up to that.
